Overview:
The Super Response Protocol (SRP) is the official set of guidelines for responding to super-powered incidents within Realism Hit Roleplay (RHRP). It ensures a structured and balanced approach to handling enhanced individuals, defining escalation levels, jurisdiction, inter-agency coordination, and the potential summoning of superheroes when necessary.
Threat Classification System: Super-powered, extraterrestrial, and chaos-related incidents are categorized into structured ranking levels to determine the appropriate response. Each category is designated a numerical scale from 1 to 4, increasing in severity.
S-1 (Super Level 1): Minor disturbances involving enhanced individuals. No immediate danger to the public.
Handled by standard LEOs.
Non-lethal force recommended.
Example: A powered individual using abilities for personal amusement without harm.
S-2 (Super Level 2): Active use of abilities leading to public disorder or property damage.
LEOs may request SGA/SHIELD support.
Containment protocols initiated.
GOTF & Federal Agencies may assist in handling these cases.
Example: A super-powered fight causing collateral damage in an urban area.
S-3 (Super Level 3): Direct harm to civilians or large-scale destruction.
Mandatory SGA/SHIELD intervention.
MIB involvement if extraterrestrial or classified elements are present.
GOTF & Federal Agencies provide support but do not lead operations.
Lethal force authorized if containment fails.
Superhero Summons May Be Considered.
Example: A rogue super-powered individual attacking law enforcement or civilians.
S-4 (Super Level 4): Reality-altering events, mass destruction, or existential threats.
Full mobilization of SGA, SHIELD, MIB, and specialized task forces such as the Ghostbusters if paranormal elements are involved.
Global Operations Task Force (GOTF) and NSA/FBI provide auxiliary support but are not primary response units.
Martial law or large-scale evacuation may be required.

MIB Responsibilities:
Coordinate with SHIELD and SGA to contain or neutralize extraterrestrial threats.
Enforce secrecy and manage public disinformation when necessary.
Secure and store extraterrestrial technology or biological specimens for analysis.
Maintain contact with classified interstellar entities when applicable.
Chaos Events are large-scale, unpredictable disasters that threaten massive loss of life, infrastructure destruction, or fundamental shifts in reality.
C-01 (Chaos Event Level 1): Localized anomaly with minimal impact (e.g., temporary dimensional rifts, small-scale energy distortions).
C-02 (Chaos Event Level 2): Moderate disruption affecting city blocks or regions (e.g., super-powered riots, reality fractures, biohazards).
GOTF & Federal Agencies may assist in containment.
C-03 (Chaos Event Level 3): Large-scale catastrophe requiring federal/global response (e.g., time-space collapses, continent-wide anomalies).
C-04 (Chaos Event Level 4): Apocalyptic or extinction-level event (e.g., planetary destabilization, reality implosion, intergalactic war).
Ghostbusters may be called in cases involving paranormal phenomena.
To ensure efficient communication during super-powered incidents, the following coded terms are used:
Code V (Vanguard Required): Request for SGA/SHIELD immediate response.
Code M (Men in Black Mobilization): MIB requested for extraterrestrial or classified threats.
Code B (Backup Mandatory): All available units requested for escalation.
Code S (Superhero Summons): Authorization for a superhero intervention.
Code G (Ghost Protocol): Ghostbusters required for paranormal or spiritual disturbances.
Code X (Extreme Containment): Deploy full suppression teams.
Code C (Casualty Imminent): Confirmed civilian or responder casualties.
Code Z (Zero Visibility): Unidentified or unexpected anomaly encountered.
Code 4 (Under Control): Threat neutralized; return to standard operations.
Code W (Wipe Authorization): MIB clearance for memory erasure protocols.
Jurisdiction & Inter-Agency Cooperation:
Standard LEOs (LSPD, BCSO, etc.): Handle S-1 threats and assist in containment of S-2 incidents.
SGA & SHIELD: Lead response for S-2 to S-3 incidents and provide tactical oversight.
MIB: Responsible for extraterrestrial containment, memory wipes, and evidence disposal. Additionally, MIB may be activated for super-powered clean-up operations when necessary.
GOTF & Federal Agencies:
Assist with S-2 and ET-20 level threats but are not the primary response force for higher-level threats.
Provide intelligence, logistical support, and backup for SGA, SHIELD, and MIB in S-3, S-4, ET-30, ET-40, and C-Class threats.
Superhero Summons Protocol: If threat levels escalate beyond standard containment, superheroes may be officially requested through SGA/SHIELD channels.
