"In recognition of the rising population of individuals possessing enhanced abilities, and in the interest of preserving the lives, liberties, and stability of the Unified Nation and its people, this Act hereby establishes a federal framework to register, monitor, license, and govern the behavior and deployment of all super-powered beings within Unified Nation territory."
Meta-Human (Meta): An individual with superhuman abilities acquired through natural mutation, technological enhancement, magic, extraterrestrial influence, or other extraordinary means.
Hero: A licensed meta authorized by federal or agency credential to operate publicly.
Villain: Any enhanced individual acting in violation of this Act or outside licensing restrictions.
License: A government-issued permit required for any superpowered activity.
Super Agency: Any federal division authorized to regulate or enforce superhuman affairs.
All meta-humans must register through the Unified Nation Meta-Registry (UNMR).
Failure to register is considered a federal offense punishable under Title 5.01 of the Penal Code.
Registry includes:
Real name and meta alias
Power classification
Behavior and threat assessment
Emergency containment plan
Licenses are divided by authority and usage level:
CML – Civilian Meta License (Limited ability usage)
FOL – Field Operative License (Security personnel, private agents)
ISL – Intervention Specialist License (SGA/SHIELD tier operatives)
GTAC – Global Threat Agent Certification (Top-tier heroes, S-4 capable)
Licenses are subject to:
Renewal every 12 months
Emergency suspension
Behavioral and power-use audits

Defines national threat levels and response teams:
S-Class (S-1 to S-4) – Super-threats (minor disturbance to world-ending event)
ET-Class (ET-10 to ET-40) – Extraterrestrial activity and invasions

Local agencies may enforce basic meta laws (e.g. Sandy Shores Title 5), but UN-MHRA always supersedes in federal cases.

Registered heroes may publicly display identities unless explicitly sealed by SGA.
Unauthorized exposure of unlicensed metas is a Class 3 data crime.
MIB holds full discretion for secrecy enforcement, including:

Civilian memory wipes (Code W)
Seizure of footage and tech
During S-4, ET-40, or C-04 threats, the Unified Nation government may:
Declare Meta Emergency Martial Law
Activate the Superhero Summons Protocol
Override civil privacy or border laws
Temporarily deputize civilian metas under SGA command
UN-MHRA amendments require:
Executive review
Unified Nation Senate majority approval
SGA clearance if amendment impacts license operations
The UN-MHRA is the highest legal authority on superhuman activity within the Unified Nation.
All federal, state, and municipal agencies must operate in accordance with its articles.
Non-compliance by any law enforcement agency, official, or meta will be treated as a federal offense.
