2.02 – Open Carry w/o Permit
Public carry of firearm w/o Sandy Shores permit

Firing any weapon in town limits

5.01 – Unauthorized Power use/Super activities
Using meta abilities, or acting as Hero/Villain in public without Super License. Punishment subject to review by Federal Super Authority (SGA) / SHIELD Strategic Homeland Intervention Enforcement and Logistics Division.
Class: Felony | Punishment: $50,000 fine / Life in jail

5.02 – Costumed Parading
Wearing hero/villain gear in public while not in active duty
Class: Infraction | Punishment: $300 fine

5.03-a – Meta Disturbance
Powers causing panic or physical danger outside of limited area with License
Class: Felony | Punishment: $10,000 fine / 12–24 months jail, possible revocation of license

5.03-b – Meta Disturbance
Powers causing panic or physical danger without license
Class: Felony | Punishment: $80,000 fine / 30–150 months jail

5.05 – Identity Concealment
Refusing to reveal registered meta alias during legal encounter; Exception: if in pursuit Heroes may ignore LEO in immediate timeframe, Villains fleeing heroes may ignore standard LEO in immediate time frame, SGA/SHIELD may count as Hero intervention for this case.

🧍 Title 6 – Civil Conduct / Locals Only

6.01 – Harassment of Locals
Threatening or provoking Sandy residents
Class: Misdemeanor | Punishment: $1,000 fine / 1–2 months jail

Refusing sheriff’s instructions during an active stop
